Cabinet Secretary Julius Migos Ogamba has signed an agreement with eighteen public universities for the scaling up training in the areas of blue economy and engineering, as part of the institutions’ preparedness for the pioneering CBE cohorts in 2029
It is called Implementation Agreement for the Higher Education, Science and Technology Phase II Project.
The signing ceremony took place on February 10, 2026 at the ministry of education headquarters, Jogoo House B, in Nairobi.
The project represents a five-year flagship Government investment in the transformation of Science, Technology, Engineering, and Mathematics education within Kenyan universities.
Through targeted investments in infrastructure, equipment, academic capacity, research, and governance systems, the initiative seeks to ensure that universities are adequately prepared to receive learners from the Competency-Based Education pathway whilst producing graduates equipped with relevant skills, innovation capacity, and global competitiveness.
Of particular note is the establishment of the Centre of Excellence for Research and Training in Blue Economy and Civil Engineering, for which the Technical University of Mombasa has been earmarked to undertake construction and equipping.
The Centre, valued at over Ksh 1.6 billion, shall encompass comprehensive facilities and provision for scholarships across PhD, Masters, and Technical Courses. This substantial investment underscores the Government's commitment to developing specialized expertise in these critical sectors.
The Technical University of Mombasa was represented at the signing ceremony by the University Council Chairperson, Dr Fredrick Odede and Dr Lawrence Mukhongo, who participated alongside representatives from eighteen other public universities.
Also attending the ceremony was the Principal Secretary for Higher Education, Dr Beatrice Muganda Inyangala, as well as Chairs of Council and Vice-Chancellors from the nineteen participating public universities.
This initiative marks a transformative step towards positioning Kenya's higher education institutions as centres of excellence capable of addressing contemporary developmental challenges whilst maintaining international standards of academic and research excellence.
