The directorate of Performance Contracting and Quality Management Systems (PC&QMS) was created in the year 2013 with a mandate of ensuring the institution commits to achieving Performance Contract targets as well as implementation of a quality management system in compliance with the requirements of ISO 9001:2008 standard. Prior to the directorate’s formation, the functions were being carried out by a committee that was established in 2009. The committee made strides in terms of sensitizing members of the then University College and at the same time, identifying the processes and aligning the Procedures to these processes. In 2010, a Directorate of Quality Assurance was formed to spearhead the attainment of ISO 9001:2008 certification. Its task was to come up with acceptable standard operating procedures in consultation with the various sections/departments/process owners. Technical University of Mombasa became a fully-fledged University through the awarded a charter in the year 2013. The Directorate of Quality Assurance was later split into two directorates namely; Directorate of Performance Contracting and Quality Management Systems (PC&QMS) and the Directorate of Academic Quality Assurance (DAQA). The directorate PC&QMS has two sections, one dealing with Performance Contracting and the other being responsible for Quality Management Systems of the University. Through the efforts of the members of the Directorate and University staff led by the Top Management, the University was ISO 9001:2008 certified on 1st May 2015.


The Directorate of PC&QMS shall seek to facilitate all members of the University in appreciating and embracing the philosophy of continual improvement in order to achieve efficient service delivery. In line with the core values of the university, we shall strive to be all-inclusive in our operations to ensure that the entire TUM fraternity understands the concepts and benefits of performance contracting and quality management system. The Directorate hopes encourage staff to internalize aspects of quality management system at all levels, functions and processes.

Functions of Directorate

In line with the Institution’s vision ‘A University of global excellence in advancing knowledge, Science and Technology’ and mission ‘To provide leadership and outstanding programmes by engaging in scholarly reflection, cultivating critical thinking, and advancing creative problem-solving skills in the fields of engineering, the sciences, business, and related areas that benefit society’, Technical University of Mombasa (TUM) took a deliberate step to ensure quality, efficiency and effectiveness in its service delivery and ensure a customer oriented focus. The Directorate of Performance Contracting and Quality Management Systems (PC&QMS) was created at TUM for systematic monitoring and evaluation to ensure that standards of quality are being met. Through the PC&QMS Directorate, TUM has developed and is implementing a Quality Management System based on the ISO 9001:2008 standard. The QMS consists of documented procedure manuals.

The Standard Operating Procedures ensure that every department knows what they are supposed to do, how it is to be done and who is responsible for it. All the members of staff have been sensitized on the SOPs in their various departments and are currently implementing them. To ensure that each department is doing what is expected of them, the directorate of PC&QMS has organized training of Internal Quality Auditors who carry out internal quality audits bi-annually and give recommendations for corrective action(s) and/or improvement(s).


The Directorate has two sections mandated to carry out the following functions;

Performance Contracting

  1. Oversee the implementation and review of the University Strategic Plan.
  2. Oversee the implementation and achievement of set targets in the Performance Contracting document for the University
  3. Preparation of Performance Contracts for the institution
  4. Negotiation of institution’s Performance Contracting
  5. Monitoring and Evaluation of Performance Contracts
  6. Preparation of quarterly and annual Performance Contract reports

Quality Management Systems

  1. To monitor over processes and training to ensure that the University adheres to standards;
  2. Oversee the implementation of the ISO documented procedures for TUM;
  3. Ensure adherence to documented work procedures in all areas in accordance with ISO 9001:2008 standard;
  4. Ensure Quality Service Delivery through application of the ISO 9001:2008 standard;
  5. Evaluate system performance and suggest improvements;
  6. Causing Internal Quality Audits (IQAs) to be conducted.
